“Fully funding the CHIPS Act will contribute to revitalizing the American innovation base in microelectronics, and will engage the entire nation in the emerging great power technology competition with China. Action today is imperative: the bill must pass if we are to keep pace with China and secure our technology future. If China wins, they will not just win on the battlefields of the future; they will extend their authoritarian surveillance and control into our smartphones, networks, vehicles, medical devices, banks, supply chains, and military systems. The U.S. has a once-in-a-generation opportunity if we can stop studying the problem and start building.“
